Those blue circles aren't actually on the seconds license plate - they just show where most of the flaws can be found. Most are around the fastening slots or along the edges with just a few that have flaws within the main design.

A previous manufacturer's quality-control program was not the best. So we ended up with an appallingly large number of license plates with flaws. (Now you know why we changed manufacturers!)

The flaws themselves tend to be black smudges and black or reddish specks of debris. They may or may not be removable or minimized with lighter fluid. If you are planning on actually attaching the plate to your car, these will not be noticeable (especially after the first several bugs get smashed!), nor will they be very noticeable hanging on your brag wall.

Most plates have just one or two flaws. However, you cannot specify where the flaw(s) are nor how many flaws - in other words, it's the luck of the draw.
